Guardian expands its nationwide network as public safety agencies transition from paper-based processes to electronic background investigations
STOCKTON, Calif., Oct. 14, 2026 /PRNewswire/ -- Guardian Alliance Technologies welcomed 149 agencies during the first 8 months of 2026, reflecting rising demand for faster, more accurate background investigations across law enforcement and public safety agencies.
Between January 1 and August 31, Guardian expanded its nationwide agency network from 1,239 active agencies at year-end 2025 to 1,388, including 72 private investigation firms who perform backgrounds as a service to public safety agencies. The platform now supports approximately 14,600 agency users and more than 360,000 applicant records.
"The public safety market is reaching a tipping point in the transition to electronic background investigations," said Justin Biedinger, President and Founder of Guardian Alliance Technologies. "This year's growth alone shows that more agencies are recognizing that they can move qualified applicants through the process faster without sacrificing the accuracy, consistency or quality of their investigations. Each agency that joins Guardian also strengthens the network, creating greater visibility and value for every public safety organization participating in the Guardian platform."
The expansion reflects a broader shift in how public safety agencies manage recruitment and background investigations. Traditional hiring processes can require departments to invest significant time and resources in written examinations, physical agility tests and administrative processing before determining whether applicants meet basic eligibility requirements.
Guardian's Triage Center allows agencies to digitally pre-screen applicants before committing resources to a full background investigation. By identifying potentially disqualifying information earlier, departments can prioritize qualified candidates while reducing unnecessary testing, processing and administrative costs.
The Philadelphia Police Department provides one example of the impact of this transition. After implementing Guardian, the department reduced its application-to-hire timeline from approximately one year to 56 days and increased annual academy candidate volume from approximately 120 to 468.
This expanding network provides additional value in markets where multiple agencies recruit from overlapping applicant pools. As more departments participate, agencies gain greater visibility into applicant activity across jurisdictions and can coordinate more securely and efficiently when reviewing shared candidates.
Guardian expects adoption to continue as public safety organizations seek to eliminate paper-based bottlenecks, process qualified candidates more efficiently and maintain rigorous hiring standards.
